My 2100/65 top lights up , output valves seem okay. All fuses are fine but the driver board heat syncs are cold. There is a blue thumb wheel that can be turned, not sure if the previous owners have touched this. How can i measure voltages to check if voltages are correct?

Look under the Tab at the top
Look under the Tab at the top of the website call Donwloads an Resources. The open or download the Service Manual, and your schematic. There is a description of how to bias the output tubes.
