Clear tube in amp clicks on and off

Looks like numbers are 9106098s on it. Any Ideas? I'm ASSUMING that they used it to limit the amount of current passage so I have to say that MAYBE the transformer was toast anyway and was drawing way too much current so the bulb wasn't there to limit it. I've never seen one do THAT. Maybe Ed has some more info about the neon bulbs.
